From "Pen Pictures" (see citations):

"This is a son of Mr. Rouleau of whom I have been writing. He was born in ST. PAUL in 1845, or forty years ago, and was in the lumbering business from the age of eighteen years up to 1871, since which time he has been on the police force of the city of ST. PAUL, and ranks among the oldest members--No. 5. He is an excellent specimen of a well-preserved physical man; large, well proportioned, with a fine, clear complexion, indicating sobriety, and is one of the best officers on the force."

From the Proceedings of the Minnesota Territorial Pioneers, second annual mid-winter reunion, 1899:

"Charles T. Rouleau, the subject of the present sketch, was born at St. Paul in 1845. At the age of 18 years he enlisted in Co. A Hatch's Battalion Minnesota Volunteers. In 1863 he was mustered out; in May, 1865, was employed in the lumber business by John S. Prince. He joined the police force in 1872 and served twenty-nine years as a police officer. He was promoted several times, and in 1890 was elevated to the rank of lieutenant by Mayor R. A. Smith. In 1892 he was made captain by Mayor Wright, which position he resigned in August, 1900. Charles T. Rouleau, Sr., came to St. Paul in 1838 in the employ of the American Fur Company, but soon resigned said position and worked for the U. S. Government at Fort Snelling. Capt. Rouleau was married to Exzilda Dufour in 1870. The father of his wife was Joseph Dufour."

"ROULEAU -- At 2 A. M., Thursday, May 21, at his home, 90 East Dearborn street, Captain Charles T. Rouleau, in his sixty-ninth year. Funeral will be held at the house at 8:30 Saturday morning. Service at St. Louis' Catholic church at 9:30 A. M."

City and county officials and prominent St. Paul citizens will be pallbearers at the funeral of Captain Charles Rouleau, veteran police officer, who died yesterday.

The services will be held at the residence, 90 East Dearborn street, tomorrow at 8:30 A. M., and at St. Louis Catholic church at 9:30 A. M. Burial will be in Calvary cemetery.

A large delegation from the St. Paul Elks' Lodge No. 59, the G. A. R. and the Junior Pioneers organization, of which he was a member, also will attend. Two platoons of policemen, in command of Lietuennantt (sic) Andy Call, will escort the body.

The pallbearers will be Judge E. W. Bazille, Judge Hugo Hanft, J. W. Jordan, Edward Dahl, M. N. Gross and P. J. Bigue."

Charles married Exilda Dufour, daughter of Frank Dufour and Theresa St. Aubin, on 20 April 1870 in Ramsey County, Minnesota.1 2 (Exilda Dufour was born on 1 July 1854 in Montreal, Quebec, Canada,25 26 died on 17 February 1927 in Ramsey County, Minnesota 27 28 and was buried on 19 February 1927 in Calvary Cemetery, St. Paul, Ramsey, Minnesota 25 29.) The cause of her death was cerebral hemorrhage.
