Bulk fertilizer is mixed and stored here (different mixtures for different soil types). The "raw" fertilizer material (ugh, do we really need to know the specifics?) is dumped on the south side of the building and elevated inside via that tall vertical structure. Finished product is dispensed out the spout on the east side of the building. This looks like a pretty straightforward scratchbuild.
