These models come in three different flavors - tall bay with three windows, tall bay with four windows, or short bay. The wheels are plastic and the couplers are body-mounted Rapidos. There aren't any manufacturer's stamps on the models themselves, but the boxes say "Made in China".
The short bay version is similar to cabooses used on a number of eastern roads (NYC, PC, Conrail, et al). The tall bay version is close to a design used by Milwaukee Road in the late 60s.
