JB4's Debugger doesn't work under Windows 2000. What do I do?

Next: (Answer) JBuilder 4 isn't using my input locale for the keyboard, it's using the general locale. What's up with this? Or, why does JBuilder 4 keep turning on Chinese input method even though I want to use English?
