First some reading material on remote debugging with JBuilder...

For the command line to launch use:

-Xint -Xdebug -Xnoagent -Xrunjdwp:transport=dt_socket,address=XXXX,server=y,suspend=y 

Be sure to set an address on the above command line.  
Also be sure to set the same entries in your remote-debug tab.  
This will be important for the transport=dt_socket line.

You also might want to consider searching the other TI's for 
information on remote debugging...
